Trying to find name of child's book I read in the 1970s

I can't remember much but it was about 2 children, a brother and sister and when playing with their toys they somehow shrunk down and were able to ride on their toy train which went through a hole in the wall to the garden. And the stationmaster was called Mr Poppycock.  Does this ring a bell with anyone??
