'The Wrong Boy' by Willy Russell ... hilarious (you don't have to be a fan of 'The Smiths' to enjoy it but it helps).

It's a bit sad in places but no more so than Adrian Mole, Raymond is a misunderstood teenager who pours out all his woes and frustrations in letters to his hero Morrissey.

Full of Russell's wit as seen previously in his other works 'Educating Rita' and 'Shirley Valentine' etc

 

Also I'd second (or fourth, fifth or sixth) a lot of other recommendations .. PG Wodehouse, Terry Pratchett, Bill Bryson, Jonathon Coe, Nick Hornby and Nancy Mitford.
