I haven't read Jonathan Strange & Mr Norrell* so I can't say but Piranesi is a masterpiece, imho. *Have bought a copy. It's been a long time since I read a really long book. I knew I’d like the subject when I bought it, but I absolutely did not expect to love it as much as I did. It is so well crafted.
