[HELP FIND A TITLE]

Hi All,

 

A year or so a go I read a book and for the life of me cannot remember the Author or book title. 

 

The book is a fiction crime thriller written by a female author. It is based in London, UK with a Male Detective Inspector as the main character, he drives a yellow Capri. The killer is a doctor who is doing experiments on his victims to put them in a vegitated state and they can only move their eyes. 

 

Does anyone know the name of the book please or the Author?
